Europe has been rudely awakened from the heavenly sleep it has been in since the end of the Cold War. A new world order is emerging, in which the rest of the world no longer follows the multilateral rules that served Europe so well. With new technologies and new rules, a transition is taking place at an unexpected speed. Europe has limited time to reposition itself. Mario Draghi's report concludes that massive investments on a European scale are needed to stay at the forefront of change. It has been argued that Europe will decide in the next two years whether a trend of declining productivity, security and autonomy can be reversed. For Europe, this is the moment of truth. The key question is whether Europe's leaders will convey a sense of urgency to their voters and gain permission for decisive collective action. We will explore with Joop de Vries under what conditions Europe could pursue Draghi's action plan.
